Christine Maxwell Co‑Founded Chiliad, Software Used in FBI Counterterrorism Data Warehouse
Christine Yvonne Malina‑Maxwell was born on August 16, 1950, in Maisons‑Laffitte, France, and is a British technology entrepreneur. She is the daughter of Elisabeth and Robert Maxwell and the twin sister of Isabel Maxwell; among her siblings is Ghislaine Maxwell. (Ghislaine Noelle Marion Maxwell is a British former socialite and convicted sex offender. In 2022, she was convicted of child sex trafficking and sentenced to 20 years in prison). Christine Maxwell has been involved in early internet technology projects and software ventures since the late 20th century. She co‑founded the early internet search engine Magellan in the 1990s and later co‑founded the software company Chiliad.
Chiliad, formed after the acquisition of Magellan by Excite in 1996, provided data mining and search technologies capable of processing large quantities of structured and unstructured data. The company’s software was used to build data search and intelligence systems that were integrated into the Federal Bureau of Investigation’s counterterrorism data warehouse during the early 2000s, enabling cross‑agency search capabilities within United States federal law enforcement data systems. As of at least 2019, Maxwell served as a board director for Chiliad, Inc.
In addition to her work with Chiliad, Maxwell has held technology and academic positions, including Program Manager of Learning Technologies at the University of Texas at Dallas. She has participated in technology organizations such as the Internet Society and the Santa Fe Institute, and has served on multiple advisory boards. Maxwell’s career spans software development, internet search technology, data mining, and academic technology programs.
