Clinton–Lewinsky Affair Becomes Public During Independent Counsel Investigation

In January 1998, allegations of a sexual relationship between U.S. President Bill Clinton and White House intern Monica Lewinsky became public during an investigation led by Independent Counsel Kenneth Starr. The inquiry initially stemmed from a separate civil lawsuit filed against Clinton by Paula Jones.

Lewinsky later testified that the relationship lasted approximately 18 months and involved multiple sexual encounters, including meetings while she worked at the White House and after her transfer to the Pentagon. She stated that they communicated frequently by phone and exchanged gifts. Clinton ended the relationship in early 1996, though Lewinsky testified that they later resumed contact and had an additional encounter.

Monica Lewinsky, born in 1973 in San Francisco, came from an Ashkenazi Jewish family and was a graduate of Lewis & Clark College. She worked as an unpaid intern at the White House during Clinton’s first term. The relationship with the president occurred between 1995 and 1996.

Clinton publicly denied the affair and later testified under oath that no sexual relationship had occurred. Subsequent evidence, including recorded conversations and physical evidence, contradicted his statements. In August 1998, Clinton admitted to an inappropriate relationship with Lewinsky.

In December 1998, the U.S. House of Representatives impeached Clinton on charges of perjury and obstruction of justice. In February 1999, the Senate acquitted him on both counts, allowing him to remain in office and complete his second term.

Sexual scandals of sitting presidents are considered national security risks, because they could be used for coercion.
