On March 2, 2026, Durham Regional Police Service issued a community safety alert stating that Darren Scott Ray, a 65-year-old man serving a life sentence for first-degree murder, had been granted a 72-hour Unescorted Temporary Absence Permit (UTA) and released into the community in Oshawa under specified conditions.

Police described Ray as an Indigenous male, approximately 5’9″ tall, weighing about 199 pounds, with an average build, bald, and wearing glasses.

The UTA conditions require Ray to travel directly to designated locations, report to his parole supervisor, obey the law, remain within the regional boundaries during the permit’s duration, avoid possession of weapons, and refrain from consuming alcohol or non-prescribed drugs.

The permit also prohibits Ray from being in the presence of individuals under the age of 18 unless accompanied by an approved responsible adult and prohibits association or communication with persons known to be involved in criminal activity. Additional reporting requirements for relationships and friendships were included.

Durham Regional Police stated they will continue to monitor Ray’s movements and activities during the temporary absence and urged the public to remain vigilant and report any information regarding the offender to law enforcement.
