French Judges Issue Arrest Warrants for French-Israeli Activists Over Complicity in Genocide
French investigating judges in Paris have issued warrants for two French-Israeli nationals on suspicion of complicity in genocide and incitement to genocide related to actions that allegedly obstructed humanitarian aid deliveries to the Gaza Strip. The warrants concern Nili Kupfer-Naouri, a lawyer and founder of the organization Israel Is Forever, and Rachel Touitou, a spokesperson for the collective Tsav 9, both of whom reside in Israel.
The legal proceedings stem from an information judiciaire opened in Paris in May 2025 following complaints filed by multiple human rights associations. The complaints assert that between January and November 2024, and in May 2025, the activists participated in actions that blocked or sought to impede the entry of humanitarian aid trucks at border crossings including Nitzana and Kerem Shalom.
Warrants were reportedly issued in July 2025 and call for the activists to appear before an investigating magistrate; they do not automatically entail pretrial detention. The use of complicity in genocide as a legal classification in this context represents an application of French jurisdiction over alleged international crimes linked to obstruction of aid.
The case is notable for focusing on civilian actors involved in protests and blockades rather than on direct state or military officials, and it arises under provisions of French law that allow for prosecution of serious crimes with international character when a sufficient connection to France exists.
